Weber County 2025 Municipal General Election Notice
INVITATION TO BID
Sealed Bids for the construction of the 8-inch Waterline- 12th St, 4100w to 4700w will be received by Taylor West Weber Water Improvement District at the District office, 2815 W 3300 S, West Haven, UT 84401, until 2:00 PM local time on Thursday, 10/2/2025, at which time the Bids received will be publicly opened and read aloud.
The Project consists of: 1150s (SR 39), 4100w - 4700w - furnish and install approximately 4200 feet of 8- inch DR 18 C-900 PVC, removal of existing line, and the installation of new services. Work will be within UDOT Right of Way. The project shall be governed by the contract documents.
The successful bidder will be responsible for meeting all bonding, traffic control, encroachment permit, other requirements imposed by UDOT and/or Weber County at no additional cost to OWNER.
Bid security shall be furnished in accordance with the Instructions to Bidders. The contracts will be awarded, if they are to be awarded based on this solicitation, to the responsive, responsible bidder (please refer specifically to Article 3 in Section 1.2) submitting the lowest bid. The District reserves the right to reject any or all bids.

A Mandatory pre-bid conference will be held on Thursday, September 25, 2025. The meeting will convene at 9:00 AM at the District Office and conclude with a site drive-through. Attendance at the pre-bid conference is Mandatory.

LEAD AND COPPER COMPLIANCE
The final service line inventory for Taylor West Weber WID has been classified as non-lead; meaning no lead, galvanized downstream of lead, or unknown service lines were found. The system was determined to be non-lead by performing a detailed review of all available records including but not limited to the following:
Aerial Imagery/Historical Imagery
Previous service line material evaluations
Plumbing codes and records
Building permits
Water system records, construction as-built drawings
Water distribution system inspections
Operation and maintenance records
Service line repairs and replacements
Contractor record drawings
Installation and construction dates
Assessor records
Statistical Analysis
Customer self evaluation
Software utilized to manage data and water service connections such as:
ESRI ArcGIS, AutoCAD, Excel
